The Continuum was formed in 1995 and agreed to be known as the Saginaw County Consortium of Homeless Assistance Providers. The purpose was to provide leadership, strategic planning and a unified approach among government and not for profit agencies, faith-based organizations and other key groups to effectively address the issue of homelessness in Saginaw County. Formal bylaws were drafted and adopted in 2010 and amended in 2012. With the federal government’s implementation of the HEARTH Act and, specifically, the CoC Program Interim Rule, another exhaustive review of our bylaws was conducted in 2014. The bylaws were amended at that time to ensure our compliance with HUD regulations governing COC’s. The most recent revision was completed in May, 2024.
